Undergraduate student athletes have one free transfer
Undergraduate student athletes can only gain a second transfer via three avenues per the NCAA:
Physical or mental well-being
Exigent circumstances outside the student athletes' control
Assertions involving diagnosed education impacting disabilities
Graduates are eligible to play immediately if they decide to transfer.
As of October 2023 men’s and women’s basketball transfer windows have reduced from 60 days to 45 days.
As of October 2023 the football transfer window is 45 days (30 days after the season, 15 days in spring)

Each school can use up to 85 full football scholarships
Student athletes can now play in up to four college football games and still be able to redshirt
Coaches can no longer call consecutive timeouts to ice kickers
First and third quarters will no longer be extended for untimed downs if the quarter ends on a defensive penalty
There is now a running clock after first downs except for in the final 2 minutes of a half
2024 - 2 minute warning at the end of the 2nd & 4th quarters
Helmet communication allowed up until 15 seconds left on the play clock or when the ball is snapped
Sideline tablets approved for use using in game video
Basketball

Each school can use up to 13 full basketball scholarships
Student athletes can't play in any games and receive a redshirt.
Student athletes are eligible for a medical redshirt if they meet both of the following criteria:
They were injured in the first half of the season.
They played in less than 30% of the season.
Beginning in '23-'24 in order for a defender to draw a charge they must be in legal position before the offensive player plants their foot to jump.
Players can now wear numbers 0-99.
Players can now call timeouts if they have possession while they are airborne.
